The Five Wastes Hiding in Your Quotation Process

An inside sales manager at a lighting agency told me recently that his quote desk had never been busier. Three quoting specialists, a fourth in the hiring pipeline, and a configurator that the agency had paid five figures to stand up the year before. The backlog still ran two to three days behind on a good week.

When I asked what his quote-to-order conversion rate was, he paused. He didn’t track it cleanly. But it felt like it had been sliding for a couple of years. More quotes than ever, going out slower than ever, converting at a rate no one in the building could state with confidence. His conclusion: hire a fifth quoting specialist.

More people is almost never the answer to a slowing quote desk. The answer is usually waste. And the reason it stays hidden is that everyone on the desk is busy producing it.

The busiest quote desk in the territory is often the most wasteful one. Activity and value are not the same thing.

In the LEAN tradition, waste is a technical term, not an accusation. Taiichi Ohno, who built the Toyota Production System, defined it as any activity that consumes resources without adding value that the customer would pay for. He cataloged seven kinds: transportation, inventory, motion, waiting, overproduction, over-processing, and defects. Later practitioners added an eighth, the waste of underused human skill, which sits heavily on a desk staffed by people hired to win work who spend their days on data entry.

The original seven are enough to find most of what a quotation process is losing. The discipline was developed on a factory floor, but its sharpest applications today are in office processes, where the waste is invisible precisely because nothing physical piles up. An over-produced fixture sits on a shelf where anyone can see it. An over-produced quote just looks like work.

The Quote Is Not a Number

It’s tempting to treat a quote as a standalone document, a price built and sent. It’s not. A quote is the point where a whole channel’s interests meet and either get reconciled or surrendered.

Three parties arrive at that moment with claims that don’t naturally agree. The specification carries the specifier’s intent and the manufacturer’s design win. The purchaser, most often the contractor at buyout, arrives looking for the best number and is entirely willing to accept an alternate if the specified product doesn’t clear at a price he can use. And behind both sits the channel’s need for the deal to work economically: the specified brand has to win the order, the distributor and the agency have to hold their margin, and the overage structure that depends on it cannot be given away to save the sale.

A quote that does its job releases that tension. It holds the specification, gives the contractor a number he’ll buy rather than flip, and preserves margin for everyone whose economics depend on the order landing. A quote that does its job badly surrenders one of the three to rescue the others: the spec gets flipped because the number came in late or was built wrong, or the order gets won by giving away the margin that made it worth winning, or the contractor goes elsewhere entirely because the desk was too buried to answer in time.

Every waste in the quotation process degrades the quote’s ability to reconcile the ecosystem under the pressure of a buyout clock.

This is why the waste matters beyond cycle time. A late quote hands the contractor a reason to consider the alternate. A defective quote protects neither the spec nor the margin. The rekeying, the waiting, and the over-processing are not just internal inefficiencies the agency absorbs privately. They leak out into the channel as flipped specs and surrendered margin. Speed and accuracy are not goals in themselves. They are what let the quote do its real work: turning a specification into an order without giving away the brand or the margin in the process.

Five Wastes That Run Most Quote Desks

This is not a primer on LEAN. Five of Ohno’s seven wastes show up on a quotation workflow so reliably that naming them precisely is most of the cure. What follows walks each one with a concrete channel example, a diagnostic question you can ask your team on Monday morning, and a corrective action that does not require new software.

The examples below draw from the rep agency’s quote desk, because that’s where the channel’s quoting complexity tends to concentrate. But the same five wastes run a manufacturer’s own quote desk just as reliably. The waste belongs to the process, not the people working inside it.

1. Overproduction: Quoting What Was Never Going to Close

Overproduction is the waste of making more than the customer pulls, or making it sooner than needed. Ohno regarded it as the most serious of the seven, because it manufactures the others: every quote that should not have been built, or built as heavily as it was, generates the queue, the rekeying, and the rework that follow it.

On a quote desk, it also wears the costume of a virtue. The desk that quotes everything fast looks responsive. But quoting work that won’t convert is not responsiveness. It’s producing finished goods against a pull that was never really there.

Consider what actually flows across a busy desk. Every RFQ gets worked. Every revision as the project churns gets re-quoted — sometimes four or five times on a single job. Every distributor asking for a number “just to have it” gets a number. Budget pricing that should take ten minutes becomes a fully built quote because the desk doesn’t distinguish between the two.

The economics are unforgiving once you look at them. Industry data consistently shows the average commercial contractor wins roughly one bid in four — with hard competitive bids in the ten to twenty percent range and negotiated work running higher. The agency quoting into those bids inherits that conversion math. At a one-in-four rate, the desk produces four full quotes for every order that lands. The question of overproduction asks not why the three were lost, but how many were knowable as long shots before the work ever began.

Almost no one can answer that, because almost no one is watching the ratio. A survey of more than 2,000 construction and design-build companies found that fewer than six percent knew and tracked their bid-hit rate. The inside sales manager who couldn’t state his conversion rate is the rule, not the exception.

This would be a smaller problem if a quote were free to produce. It’s not. Industry benchmarks consistently put the fully loaded cost of a B2B sales call in the range of $300–$600 — and a complex project quote adds inside time, engineering time, and factory special-pricing time on top of that. The desk that quotes everything is spending real money to lose three times for every win, and calling it service.

Every day, the desk wins meaningful quotes the organization notices and loses meaningful quotes it does not, on triage decisions no manager watched it make.

There’s a sharper way to frame this discipline. Few desks treat a commitment to quote as a commitment to close — but that’s what it should be. The question stops being how many quotes went out and becomes how many of the desk’s commitments were actually kept. And for a manufacturer’s rep, a quote that advances a key line, a principal the agency has signed a contract to support, carries more weight than a quote on a marginal one. The obligation to that line is a commitment the agency already made.

A disciplined line card exists to protect exactly that obligation. The line card names the commitments. The desk keeps or breaks them — one triage decision at a time, and almost never in plain view of management.

Of the quotes we sent last month, what share came from projects where we had a real, named reason to believe we could win? Do we track quote-to-order conversion at all, by source and by salesperson?

CORRECTIVE ACTION

Put a lightweight qualification gate in front of the desk. A two-minute go decision before anyone builds anything: Is the specification ours or a competitor’s? Is there a relationship behind this request? Is the timing real? Does this advance a line we’re committed to support? The goal is to quote the winnable and strategic work fully, and the rest fast or not at all.

 

2. Waiting: The Cycle Time Nobody Is Working On

Waiting is the waste of idle time, working while sitting in a queue, when something else has to happen before the next step can begin. It’s almost always the largest single component of the quote cycle time. And it’s the one that responds least to hiring, because the people are not the bottleneck. The queue is.

Walk a real quote from request to sent, and most of the elapsed time is not work. It’s the price desk queue. It’s the special-pricing request sitting in a factory inbox for three days while the bid date approaches. It’s the wait for an engineering sign-off, a photometric layout, and a distributor confirming a multiplier. In most office processes, the work product spends the majority of its elapsed life waiting rather than being worked. A quote that takes four days to go out usually has something like four hours of actual work in it. The other ninety-two hours were spent waiting.

Cycle time is mostly waiting, not working. The four-day quote almost always had four hours of work buried inside ninety-two hours of queue.

The factory special-pricing loop deserves particular attention, because it’s the wait the agency has the least control over and complains about the most. A special-pricing request that sits unactioned at the factory while a bid clock runs pushes the agency into a corner: quote at standard pricing and lose on number, or hold the quote and risk missing the date. Either way, the waiting waste has cost an order.

Take the last ten quotes the desk produced. For each, how many calendar days passed from request to sent? On how many of those days was someone actively working it? The gap between those two numbers is your waiting waste.

CORRECTIVE ACTION

Make the waiting visible. A shared board — physical or a shared sheet — showing every open quote and exactly what it’s waiting on turns an invisible queue into a managed one. Pre-negotiate standing multipliers for common products and project types so routine quotes never enter the approval queue at all. Most of what waits does not need to wait.

 

3. Motion: The Same Data, Typed Four Times

Motion is the waste of unnecessary movement within a step — movement that doesn’t advance the work. On a factory floor, it’s the operator reaching for a tool that should have been at hand. On a quote desk, it’s keystrokes, screen-toggling, hunting for a file, and rekeying.

Follow a single project through a typical agency and watch the same data get entered by hand again and again. The project name, address, specifier, distributor, products, and quantities — all typed into the CRM. Then typed again into the configurator or quote tool. Then again, onto the proforma. Then again, into order entry when the job lands. Four systems, the same information, four sets of keystrokes that add nothing the customer values.

Every system that asks for the same part number again is one more place a wrong part number can get in. Re-entry is not just slow. It’s where the errors are born.

There’s a second cost hiding inside the first. Every additional system asking for the same data is a place where an error can enter. Re-entry doesn’t just consume time — it manufactures the defects we’ll get to shortly.

How many times is the same piece of project data typed by hand between the request and the order? Count the systems, then count the fields. Most desks are surprised by the number.

CORRECTIVE ACTION

Even without full system integration, a single structured intake, one form or sheet per project that every downstream step copies from rather than retypes, removes most of the duplicate entry. Consistent naming conventions make the last quote findable. Templated quotes for repeat project types eliminate building from scratch every time.

 

4. Over-Processing: Engineering the Quote Nobody Asked to Engineer

Over-processing is the waste of doing more work than the customer’s need warrants — adding precision, polish, or review the buyer never requested and won’t pay for. It’s the most well-intentioned waste on the desk, because it usually comes from people trying to do good work. The trouble is that good work on the wrong job is still a waste.

The examples are familiar to anyone who has run a desk. Engineering review on commodity SKUs that haven’t changed in years. A full photometric layout on a job that asked for a budget number. A custom-formatted, branded proposal on a one-line distributor restock. A two-thousand-dollar quote routed through the same approval path as a two-million-dollar one, because the process has only one path.

In each case, the desk is spending its scarcest resource, the time of skilled people, on refining the opportunity that doesn’t justify. And every hour spent gold-plating a quote that only wanted a number is an hour not spent on the complex spec job where engineering depth actually wins the order.

Not every quote deserves engineering. Spending design hours on a job that only wanted a number is generosity the customer never asked for, and the agency cannot afford.

What is the smallest, fastest version of a quote that would still win this order — and how often do we send something heavier than that? If the honest answer is “most of the time,” the desk is over-processing.

CORRECTIVE ACTION

Tier the process so the work matches the opportunity. Build a fast lane for commodity and repeat quotes: standard multiplier, no engineering, templated output, out the door in minutes. Reserve the full lane — with engineering, photometric work, and a formal proposal — for complex specification work that genuinely needs it.

 

5. Defects: The Quote That Comes Back Wrong

Defects are the waste of errors that require correction, and they are the most expensive waste on the desk for a simple reason: the work gets consumed twice. And sometimes the result is poisoned even when the rework gets done.

A defective quote is the wrong multiplier, the wrong product against the specification, a missing driver or accessory or mounting kit, a transposed quantity, or an expired price that should have been refreshed. When it comes back for correction, every minute of rework is pure waste. When it doesn’t come back, when it goes out the door uncorrected. It’s worse. It can lose the order outright, or it can win the order at a number the agency cannot honor.

A defective quote is the only waste that gets billed twice: once to fix it, and again if it goes out wrong and wins the job at a price you cannot live with.

Standardized work reduces rework, and rework is where the margin goes to die. Validated product and price data so an expired price can’t attach itself to a live quote. Reserve a second set of eyes for high-dollar quotes where a defect is genuinely expensive — not as a blanket review step on everything.

 

The Two That Hide in Plain Sight — and the Full Map

Two of Ohno’s seven wastes don’t get their own section because they tend to live inside the other five, but they’re worth naming so the picture is complete.

Transportation is the waste of handing the work product back and forth: the quote bouncing from outside sales to the inside desk to the factory and back to the distributor, with translation loss at each handoff. Inventory is the waste of work-in-process piling up: the backlog of open RFQs, the stale quotes that were sent and never followed up, the aging requests that quietly lose relevance while they wait.

The Case for Quoting Everything Fast — and Where It Holds

The strongest objection to all of this comes from inside the channel, and it deserves a fair hearing. The argument goes: this is a relationship business and an availability business. Responsiveness is not overhead — it’s the product. The distributor who gets a number back in an hour comes back next time. The one who waits goes to the agency down the street. You often can’t know in advance which quote will convert, so quoting broadly and fast is how you stay in the flow of the market.

Every part of that is true. Responsiveness is real and worth protecting. Some of what looks like overproduction is relationship maintenance that pays off in ways a single quote’s conversion rate won’t capture. And no one should pretend a complex specification job can be stamped out like a part.

But notice what the objection actually defends. It defends being fast and responsive. It does not defend the waiting, the rekeying, the over-processing, and the defects — none of which make the desk faster or more responsive. They make it slower and less reliable.

The LEAN point is not to quote less or to quote slower. It’s to strip out the waste so that responsiveness gets cheaper to deliver, not rationed. The fast lane on commodity work is what frees capacity to be genuinely responsive to the work that decides the quarter. The agency that confuses busy with productive ends up defending the waste as though it were the service. The two are not the same thing. The first is often what’s making the desk slow.

A Framework: The 90-Minute Value Stream Map

None of this requires a consultant, a software purchase, or a reorganization to begin. It requires a whiteboard, the people who actually touch a quote, and ninety honest minutes. Value stream mapping is the core LEAN diagnostic, and on a quote desk, it’s mechanical enough to run yourself.

Here’s the version that works:

STEP 1 — PICK ONE REAL QUOTE.

Choose a recent, representative project — not the worst disaster and not the cleanest job. One that looks like a normal Tuesday.

STEP 2 — DRAW EVERY STEP FROM REQUEST TO ORDER.

On the whiteboard, one sticky note per step from the moment the request arrived to the moment the order was entered. Include every queue and every handoff, not just the value-adding work. The handoffs and queues are the point.

STEP 3 — PUT TWO NUMBERS ON EVERY STEP.

For each step, write the process time — the minutes someone was actively working on it, and the wait time, how long it sat in the queue before anyone touched it. Lead time is the sum of the two. Most teams have never separated the work from the wait, and separating them is where the room goes quiet.

STEP 4 — TAG EACH STEP WITH ITS WASTE.

Walk the map and label each step with which of the seven wastes it carries. Waiting and motion will appear more often than anyone expected.

STEP 5 — TOTAL THE TWO COLUMNS.

Add up all the process time, then all the wait time. Process time as a share of total lead time is called process cycle efficiency. On most quote desks it comes out low enough to be sobering. It tells you exactly how much of your cycle time is work and how much is queue.

STEP 6 — PICK ONE WASTE TO REMOVE THIS QUARTER.

Circle the three largest waits and the places the same data is re-entered. Then choose one, exactly one, to remove before next quarter. The output of this exercise is not a software RFP. It’s a short list of changes the team can make without spending a dollar, and the discipline to make one of them.

Run that map, and you’ll be able to answer the three questions the inside sales manager couldn’t: What is our quote-to-order conversion, and do we track it? How much of our cycle time is work versus waiting? And where, specifically, is the same data being entered twice? A desk that can answer those three is most of the way to a desk that converts.

What the Quote Desk Is Actually For

The quotation process is where demand creation becomes an order — or fails to. It’s where the specification, the contractor, and the channel’s margin are reconciled into a shared win, or quietly traded one against another. Every specification the field fought to win, every relationship the outside team built, every hour invested upstream arrives at the quote desk and either converts cleanly or leaks out through a process no one is watching, because everyone is too busy working it to see it.

The waste does not announce itself. It hides inside the activity, which is why the busiest desks are so often the ones bleeding the most.
